Dear Winnipeg Transit Plus customer,
We’re recommending policy changes to City Council for our:
Eligibility Policy
In January, we hosted a series of information sessions to highlight draft changes. All sessions were very well attended. We have just released our Public Information Summary online, which details everything we learned during those information sessions.
As a reminder, these are the changes we are recommending:
Eligibility
These changes expand who qualifies for Transit Plus. The current policy is a medical diagnosis-based model. The recommended change focuses on people who are unable to use the conventional transit service (some or all the time) due to:
No-Show and Late Cancellation
These changes would reduce missed trips. This would ensure our vehicles are available for customers who need them. Currently, short-notice cancellations create scheduling inefficiencies. They also limit our ability to reassign trips to other customers.
Carry-On Bag
These changes would make the policy less rigid and more flexible. It would allow customers to bring items they need if they are managed within their seating area.
We are presenting these changes as an administrative report to the Standing Policy Committee on Public Works on Monday, June 29, 2026.
You can take part by:
Delegations must register by 12 p.m. the day before the meeting to be able to speak.
If you want to learn more about the changes we are recommending, please visit our website. We have in-depth information about the eligibility, no-show and late cancellation, and carry-on bag policies. There is also a video presentation from one of our virtual information sessions, as well as a frequently asked question webpage.
